 President/CEO - Bettye J. Payne, Lt Colonel, USAF (retired) 

Ms Payne has over twenty-three years of active duty military experience.  She has nine years experience with the federal and public sector as the Subject Matter Expert in Risk Management curriculum development and adaptation.  She is a United States Air Force trained aviator with additional expertise in aircraft maintenance, industrial processes and safety.  Her expertise encompasses all aspects of Aviation Management, Process Management, and Safety Program Management to include Occupational Safety and Health.

As President of Payne Consulting Services, she has a proven track record and has trained over 400 personnel in the classroom environment, well over 10,000 using satellite supported distance learning, and hundred of thousands using computer based training.  Her vision, knowledge and know-how combined with sound strategies provides her clients with course development and training that is specifically tailored to each customer's mission and supports all levels of management and workers.  She is an adjunct professor of both Embry-Riddle Aeronautical University and Texas A&M University Engineering Extension.  Ms Payne holds a Masters of Art in Management and a Bachelor of Arts in Sociology.

Vice-President - Charlie M. Speed, Department of Defense (retired)

Mr. Speed has over thirty one years of Air Force and Department of Defense experience in aircraft and munitions maintenance along with expertise in mishap investigation and safety management.  He is a Field Training Detachment Master Instructor and Certified in Hazardous Material Training.  Mr. Speed possesses a wealth of knowledge on industrial and manufacturing processes including testing.  Mr. Speed holds a Bachelor of Arts in Sociology.

Director of Operations - LaVonne Jinks-Umstead, MPA, APC

Ms Jinks-Umstead has over two decades of contract management experience within the federal and private sectors.  Her vast acquisitions background spans the spectrum from being a Senior Contract Specialist for the federal government to managing and supporting multi-million dollar contracts within the corporate industry as a Senior Acquisition Consultant.  Her focus on helping businesses succeed in obtaining federal government business through strategic marketing, sound proposal preparation, and demonstrating a professional image in all aspects.  Ms Jinks-Umstead is responsible for determining client needs and developing tailored programs to meet them.  She is our principle client liaison.

Ms Jinks-Umstead is a certified member of the Acquisition Professional Community, holds a Masters of Public Administration in Management and a Bachelor of Arts in Human Resource Administration.

Director of Curriculum Development - Dr. Vanessa Davis-Warner, Ed.D

Dr. Davis-Warner has extensive experience in curriculum development, course adaptation and in-classroom instruction in the world of education.  She has served clients in the preparation and evaluation of general education curriculum, recruitment of quality instructors and collaboration on major system integration programs to raise awareness of the need for performance-based instruction.  Working with all levels of corporate professionals, Dr. Davis-Warner delivers comprehensive project support including technical writing, proposal preparation and client relations.  Dr. Davis-Warner holds a Doctor of Education in Organizational Leadership, a Masters of Science in Human Resource Development, and a Bachelors of Science in Adult Education, Training and Development.

Director of Information Technology and Finance - Marilyn J. Smith, ABA

Ms Smith brings 20 years of experience in Accounting and Technology. For the past ten years, she has overseen the bookkeeping and accounting departments of several businesses and has been the General Manager of Micro Integrated Systems, Inc.  During this time she oversaw the development of Software and Networks for the states of Mississippi, New York, and California.   Ms Smith has written training manuals and provided technical support for new and existing programs.  She is frequently called upon to evaluate new software programs and to lend technical support and assistance to the industry.  Ms Smith is an accredited business advisor.
